Pennsylvania's online casino market experienced remarkable growth during the 2024-2025 fiscal year, generating a staggering $6.4 billion in legal gaming revenue. According to the Pennsylvania Gaming Control Board (PGCB), the lion's share of this success - just shy of $2.5 billion - came from the state’s burgeoning online casino games sector.
The surge in online casino revenue was propelled by a 13% year-over-year increase in table games, which accounted for $597 million. Notably, live dealer games - where real dealers stream from professional studios - netted over 60% of that table game revenue, showcasing their growing popularity and market impact.
Why Live Dealer Games are Surging in Popularity
Live dealer titles offer excitement through realistic gameplay and human interaction. Seamlessly broadcast from studios or casino floors, popular options like blackjack, baccarat, and roulette have been lapped up by players seeking a more immersive online casino experience.
"Revenues show the popularity of live games is based on authenticity," says Johnathan Pearse, Head of Gaming Innovation at Evolution, the world's largest live casino provider. "Live dealer games offer players a taste of the real-smile, real-adrenaline experience."
Studios One-Way to Lure in Online Gamblers
As the market leader in live casino, Evolution is at the forefront of the live dealer revolution. In 2021, the company established a dedicated studio in Philadelphia, providing content for many Pennsylvania online casinos.
The scene today is a far cry from the early web-cam studios. Modern live studios feature soundproof rooms, 1080p cameras, and high-speed internet to ensure crisp audio and video. Multiple angles hone in on game play, providing players with an up close feel to the real-world casino experience.
According to Pearse, the studio experience goes beyond the video and audio. "Personality is part of the product."
For Pearse, creativity is the key to Evolution's success in live casino. Previous years could see classic games interlaced with modern themes such as pirates or Batman warriors, ensuring players have something new to explore. Evolution is even tinkering with tattoos, cocktail culture, and song lyrics, so viewers have personalised themes to associate with.
While Evolution dominates the live dealer space, others are joining the bandwagon. In Pennsylvania, Caesars also launched a dedicated Philadelphia studio, catering to its Caesars Palace Online Casino, Horseshoe Online Casino and Caesars Sportsbook & Casino outlets.

A Market Poised for Continued Growth
As the Pennsylvania market matures, live dealer games have become a staple, featured prominently in operator lobbies. DraftKings, for example, boasts more than 50 live titles in its Pennsylvania offering.
Going forward, the market dynamics suggest continued expansion.
"Over the next year, I would expect an uptick in live dealer offerings," says Pearse. "We're excited to see the market grow."
This aligns with PGCB data, which pegged live dealer games at over 60% of online table revenue in 2025. In January 2026, live dealer revenue reached $31.1 million, or about 60% of total online table game revenue.
"Live dealer is a tried and tested product, so people are definitely custodians of the money," says Lloyd, a Pennsylvania industry analyst.
While Evolution and Caesars rake in the moolah, Pearson warns smaller operators that offering live games may not necessarily drive revenue growth.
"Brands without live dealer can't afford to stay behind, but they also don't need to chase," Pearson explains. "If the experience works for them, why change?"
However, with notable operators leaning into live dealer and revenues showcasing that demand is only increasing, the question is not whether live dealer will define the Pennsylvania market. It’s already dominating the Pennsylvania i-gaming landscape, and there’s no sign of its influence waning.
